The Senate Committee on Accountability, Public Officers and Investigations, or Blue Ribbon Committee, chaired by Senate President Pro Tempore Panfilo Lacson, cited St. Gerrard Construction Company owner Pacifico “Curlee” Discaya in contempt for lying under oath during today’s hearing.
The move came after Senate President Vicente “Tito” Sotto III grilled Discaya on why his wife, Sarah Discaya, failed to attend the hearing.
Discaya claimed that his wife’s absence was due to “health” issues, citing a heart condition. However, this contradicted the letter he himself submitted to the committee earlier, which stated that Sarah had an “emergency meeting” with their company’s employees.

This inconsistency prompted Senator Raffy Tulfo to move that Discaya be cited in contempt, a motion immediately seconded by Senator Erwin Tulfo and approved by Lacson.
“Very inconsistent ang pinagsasabi nito. Mag-asawa sila at imposibleng hindi sila nag-uusap sa health condition ng misis niya. Pinagloloko tayo ng mga ‘to,” Senator Raffy Tulfo blasted.
Senator Erwin Tulfo added: “Sana nag-usap muna kayo.”
Apart from Discaya, former DPWH Bulacan 1st District Engineer Henry Alcantara was also cited in contempt after his statements clashed with Senate records linking him to anomalous flood control projects.
“The committee cannot accept these denials in the face of contrary documents,” Lacson declared.
