REVILLA, ROMUALDEZ DISMISS KICKBACK CLAIMS IN DPWH FLOOD CONTROL PROJECTS

Former Senator Ramon “Bong” Revilla Jr. has strongly denied allegations linking him to massive corruption in the Department of Public Works and Highways (DPWH) flood control projects.

Revilla was among the lawmakers named by former DPWH Undersecretary for Operations Roberto Bernardo during Thursday’s (September 25, 2025) Senate Blue Ribbon Committee inquiry, where he claimed the actor-politician received kickbacks.

FORMER SENATOR BONG REVILLA ON ALLEGATIONS AGAINST HIM

In a statement released by Divina Law, one of the country’s top law firms, Revilla categorically denied Bernardo’s testimony that he accepted PHP125 million in kickbacks from DPWH flood control funds.

“Senator Ramon ‘Bong’ Revilla Jr. condemns the allegations raised by former DPWH Undersecretary Roberto R. Bernardo during today’s Senate hearing. They are absolutely untrue.

Mr. Revilla welcomes and is fully prepared to cooperate with any official inquiry or legal process to shed light on the truth. It is not his character to shy away, hide from, or evade challenges.

Mr. Revilla is one with the public in demanding accountability. He will not allow sinister forces to use his good name to thwart that end. He will face this head-on.”

Bernardo, in his sworn affidavit read during the hearing, alleged that Revilla approved a “25% commitment” on certain projects in 2024, equivalent to about ₱125 million. He claimed the amount was collected by Engineer Alcantara, turned over to him, and later delivered to Revilla at his residence in Cavite.

ROMUALDEZ’S SIDE

Former House Speaker Martin Romualdez also responded to sworn testimony from Orly Guteza, a former security aide of Ako Bicol Party-List Representative Zaldy Co.

Guteza alleged that he and his companions delivered several suitcases containing ₱1.68 billion from Co to Romualdez’s residence in Forbes Park, Makati City. This was the first time Romualdez’s name surfaced in connection with the DPWH flood control anomalies during the Senate inquiry.

Romualdez dismissed the claim as a baseless fabrication:

“I was deeply surprised to hear the allegation raised against me today before the Senate Blue Ribbon Committee—that several pieces of luggage supposedly containing money were ever delivered to a residence associated with me.

The so-called testimony of Sen. Marcoleta’s witness is an outright and complete fabrication—nothing more than a desperate attempt to link me to supposed kickbacks where one exist. Pilit na pilit.

Kahit kailan, hindi ako nagnakaw ng pondo ng bayan. Hindi ko kailangan ang perang galing sa masama.

To the Filipino people, I give you this solemn assurance. I will never betray your trust.”
