BIRTH CERTIFICATE OF FORMER BAMBAN MAYOR ALICE GUO VOIDED BY TARLAC COURT

A Tarlac court has nullified the birth certificate of former Bamban Mayor Alice Guo, also known as Guo Hua Ping, following questions over the authenticity of her civil registry documents.

National Statistician and Civil Registrar General Claire Dennis Mapa confirmed the development during a Senate Finance Committee hearing, reporting that the Tarlac City Regional Trial Court Branch 111 handed down its ruling on September 24.

“So this is a good news for the Philippine Government, Philippine Statistics Authority, na napakita po na na i-declare ng RTC na void po yung birth registration ni Alice Guo. So yun po ang update namin,” Mapa told the panel in response to Senator Sherwin “Win” Gatchalian.

Mapa further disclosed inconsistencies in Guo’s personal records, including the absence of a marriage certificate for her parents despite the claim in her birth document that they were married.

“Walang marriage daw, negative po yun, ang report namin, negative,” he added.

The case, Mapa noted, has spurred reforms within the PSA, such as requiring simultaneous registration for the national ID when late birth certificates are filed.

A review of records from 2010 to 2024 flagged around 50,000 registrations as potentially problematic, with 840 considered highly irregular. Of these, two cases in Pikit, North Cotabato have already been recommended for cancellation.

Meanwhile, the PSA has endorsed the cancellation of 1,472 birth certificates—most of them from Davao del Sur—to the Office of the Solicitor General for appropriate action.
