TAÑADA CLARIFIES DIFFERENCE BETWEEN “INSERTIONS” AND “AMENDMENTS”

Former Quezon Province 4th District Representative and Liberal Party (LP) President Atty. Erin Tañada provided clarification on the difference between insertions and amendments.

In an X post on Sunday, October 5, Tañada explained that amendments are approved in plenary sessions, while insertions are made outside the regular legislative process.

“Amendments are approved in plenary after following the regular process of legislation. Amendments may be approved or rejected,” he wrote.

He further emphasized, “Insertions are done outside the regular process of legislation. It is not approved in plenary.”

The distinction between insertions and amendments recently became a hot topic after broadcast journalist Anthony Taberna revealed alleged budget “insertions” involving Senator Risa Hontiveros, citing documents from the 2025 General Appropriations Act (GAA).

However, Hontiveros maintained that all her proposed budget changes went through proper procedure and were duly approved by the Senate.

Meanwhile, the Liberal Party has since defended Hontiveros against what it described as baseless accusations and political smears.
