8 IN 10 FILIPINOS SAY CORRUPTION HAS WORSENED — PUBLiCUS SURVEY

Eight out of ten Filipinos believe that corruption in the country has worsened, according to the latest PAHAYAG 3rd Quarter Survey conducted by PUBLiCUS Asia Inc.

The survey revealed that 81% of respondents think corruption has intensified since the implementation of martial law.

Meanwhile, 49% of Filipinos believe that both President Ferdinand “Bongbong” Marcos Jr. and the House of Representatives under former Speaker Ferdinand Martin Romualdez share equal responsibility for the alleged ₱1-trillion budget realignment.

From the 2023, 2024, and 2025 General Appropriations Acts (GAA), a total of ₱1.4 trillion in budget “insertions and diversions” was reportedly funneled into flood control projects—over 400 of which were identified as “ghost” or non-existent projects.

A majority of respondents also believe that both Congress and the President should be held accountable for these irregularities, not just the contractors involved.

When asked about possible leadership changes, 29% said President Marcos should resign, while 27% recommended that Vice President Sara Duterte assume the presidency through constitutional succession.

However, only 19% favored his outright removal, and 15% expressed support for a potential military junta.

Due to the rampant corruption issues, 58% of respondents said they would rather allocate the Department of Public Works and Highways (DPWH) budget to education, while 35% preferred healthcare, and 31% favored agriculture.

The PUBLiCUS survey was conducted from September 27 to 30, 2025, involving 1,500 registered voters nationwide.
