The Procurement Service (PS) of the Department of Budget and Management (DBM) officially launched on Tuesday its enhanced data portal designed to strengthen transparency and accountability in government procurement.
During the ceremony held at the DBM Central Office in San Miguel, Manila, Budget Secretary Amenah Pangandaman introduced the modernized Philippine Government Electronic Procurement System (mPhilGEPS) Open Data Portal, which allows the public to easily access and monitor procurement activities — from the pre-procurement stage to contract awarding.
According to Pangandaman, the upgraded portal features user-friendly dashboards and data visualization tools that present information on government procurement platforms such as the e-Marketplace, Virtual Store, and e-Bidding facilities.
“Data of government agencies, merchants, and observers, as well as the Bid Notices and Awards, are likewise showcased. Ibig sabihin, buong bituka ng procurement process, makikita po ng publiko,” Pangandaman said.
She added that the initiative will enable the public to ensure fair competition, detect possible irregularities, and evaluate project implementation.
“This also makes procurement more efficient as we will be able to identify patterns, mitigate red flags, and evaluate performance in awarded contracts,” she explained.
Pangandaman said the mPhilGEPS Open Data Portal reflects the government’s ongoing commitment to open governance and data-driven policy reforms under the Bagong Pilipinas framework.
She also urged the public to become “champions of open government” and help uphold integrity and transparency in public procurement.
