MARCOS DECLARES STATE OF NATIONAL CALAMITY AFTER TYPHOON TINO

President Ferdinand “Bongbong” Marcos Jr. has declared a state of national calamity for one year to fast-track the country’s rescue, recovery, and rehabilitation operations following the massive destruction brought by Typhoon Tino, which left hundreds dead and communities devastated across the Visayas and Mindanao.

Under Proclamation No. 1077, signed on November 6 and released to the public on Saturday, Marcos ordered all national and local government offices, along with law enforcement units, to “continuously undertake urgent and critical disaster response to save lives, reduce health impacts, ensure public safety, and meet the basic subsistence needs of the people affected.”

“All concerned agencies… are hereby directed to coordinate with, and provide or augment the basic services and facilities of affected local government units,” the proclamation stated.

The National Disaster Risk Reduction and Management Council (NDRRMC) recommended the declaration through Resolution No. 2 (s. 2025), citing torrential rains, widespread flooding, and multiple landslides that caused extensive property damage and disrupted livelihoods.

The proclamation immediately took effect, allowing both national and local governments greater flexibility in using calamity and emergency funds, imposing price controls on essential goods, and enabling interest-free loans for affected families and small businesses. It also facilitates the entry of international humanitarian assistance.

Marcos admitted that flood control systems in several areas, including Cebu—one of the hardest-hit provinces—were overwhelmed by unprecedented rainfall. He also instructed the Department of Social Welfare and Development (DSWD) to continue distributing ₱5,000 to ₱10,000 cash aid to affected households and to relocate residents living in no-build zones.

Meanwhile, the government is closely monitoring Typhoon Uwan, which may further intensify into a super typhoon and potentially impact parts of Bicol Region, Northern, and Central Luzon in the coming days.
