MANILA ENFORCES PRICE FREEZE AMID SUPER TYPHOON UWAN IMPACT

The Manila City Government has implemented a price freeze on basic commodities in anticipation of the possible impact and damages brought by Super Typhoon Uwan.

In a memorandum issued by City Administrator and Committee on Markets Chair Atty. Eduardo “Warde” Quintos XIV, the order was made upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) to ensure essential goods remain affordable during the crisis.

According to Quintos, the move aims to protect consumers and prevent price manipulation amid the ongoing calamity. The directive is anchored on Republic Act No. 7581, or the Price Act, as amended by RA No. 10623, which authorizes the government to impose price control in areas affected by disasters, emergencies, or war.

Under the law, the prices of essential goods in Metro Manila shall remain at their prevailing rates for up to 60 days, unless lifted earlier by authorities.

Products covered by the freeze include rice, corn, bread, eggs, milk, sugar, coffee, vegetables, fruits, salt, instant noodles, cooking oil, soap, detergent, LPG, charcoal, candles, matches, and essential medicines identified by the Department of Health (DOH).

Quintos also warned against hoarding, profiteering, or any form of price manipulation.

“Mahigpit naming ipatutupad ang price freeze upang matiyak na hindi maaabuso ang ating mga mamimili sa gitna ng kalamidad. Ipagbibigay-alam din ito agad sa mga pamilihan at tindahan para sa kanilang mahigpit na pagsunod,” he said.

The Market Administration Office and local market officials have been directed to disseminate the order and strictly monitor compliance across all public and private markets.

The order was issued under the authority of the Manila City Mayor for immediate enforcement, ensuring consumer protection and price stability as the city braces for the effects of Super Typhoon Uwan.
