DPWH DAVAO FLOOD PROJECT FACES FUNDING CONTROVERSY

A flood control project in Davao City has come under scrutiny after questions arose over its funding, despite the Department of Public Works and Highways (DPWH) declaring it completed.

House Infrastructure Committee Co-chair Terry Ridon noted that the project, “Construction of Revetment along Talomo River, Sta. 3+817 to Sta. 4+022, Right Bank, Davao City,” was not included in the 2021 national budget.

“This strongly indicates that DPWH Davao City funded an entirely different project using the appropriation of another, distinct line item under the 2021 GAA,” Ridon said, suggesting the act may fall under technical malversation under Article 220 of the Revised Penal Code.

The DPWH defended the project, stating that records show both it and a separate project under the 2023 infrastructure fund were completed as of October 31, 2025.

The 2023 project had a budget of ₱94.5 million, while the 2021 fund spent ₱64.8 million. Both projects were implemented by Genesis88 Construction and are now operational in Matina Pangi Road, Talomo.
