President Ferdinand “Bongbong” Marcos Jr. flew to Catanduanes on Thursday to inspect areas flattened by Super Typhoon Uwan and ordered all government agencies to go “all-out” in providing aid and rebuilding efforts.
Marcos visited Tubli Elementary School in Caramoran, where one classroom was totally damaged, 14 sustained major damage, and the rest minor.


The school has 739 students and 30 teachers. To restore communication, he donated two Starlink satellite internet units—one for the school and one for the local government.
He also inspected the nearby seawall and damaged homes in Barangay Tubli, where nearly all motor bancas were wiped out. Caramoran reported 558 totally damaged and 2,127 partially damaged houses.


Marcos directed national agencies to deliver immediate relief and long-term recovery under a “whole-of-government” approach, including cash assistance under the Integrated Disaster Shelter Assistance Program (IDSAP) of the Department of Human Settlements and Urban Development (DHSUD).
To accelerate recovery, Marcos signed Proclamation No. 1077 declaring a one-year national state of calamity to fast-track post-disaster response and reconstruction measures.
