Davao City 1st District Representative Paolo Duterte has filed House Resolution No. 488 urging the House of Representatives to investigate former Ako Bicol Representative Zaldy Co’s claim that President Bongbong Marcos ordered the insertion of ₱100 billion worth of projects into the 2025 national budget.
The resolution highlights Co’s assertion that “among the most significant allegations is that a 25% share or ‘kickback’ was demanded by President Bongbong Marcos in relation to the said ₱100 billion insertion.”
It further warned that “the sheer scale and detail of these allegations may not be overbooked as these disturbing disclosures also point to the interference of the Office of the President contrary to the principles of transparency and separation of powers.”
Duterte’s measure calls on the House to summon Co, officials from the Department of Public Works and Highways, representatives from the Office of the President and the Department of Budget and Management, as well as other relevant agencies, to clarify or refute the claims, submit evidence, and aid in crafting reforms.
