Former President and Pampanga 2nd District Representative Gloria Macapagal-Arroyo has revealed an alleged attempt to insert hundreds of millions worth of flood control funds into her district under the proposed 2026 General Appropriations Bill (GAB).
“During the discussions on the committee amendments to the House GAB for 2026, we were informed of an attempt to allocate several hundreds of millions flood control funds to the 2nd district of Pampanga,” Arroyo said in a Facebook post.
“We were not the ones who introduced that proposed allocation. We thank the Appropriations Committee for removing it in the committee report,” the former president added.
According to Arroyo, the appropriations panel eventually removed the allocation from its committee report. She did not identify who was behind the attempted insertion.
In recent months, discussions surrounding alleged insertions during the budget process have intensified, following reports of anomalous flood control projects linked to questionable funding allocations.
