ALICE GUO FOUND GUILTY OF QUALIFIED TRAFFICKING IN PERSONS

The Pasig City Regional Trial Court (RTC) Branch 167 has found former Bamban, Tarlac Mayor Alice Guo—also known as Guo Hua Ping—guilty of Qualified Trafficking in Persons in connection with her alleged involvement in the operations of a Philippine Offshore Gaming Operations (POGO) hub inside the Baofu Compound.

According to the court’s decision, Guo’s participation in organizing and running activities that resulted in the trafficking of victims working inside the POGO facility was sufficiently proven.

Along with Guo, three other individuals were simultaneously convicted of the same criminal offense. The court ruled that they acted in concert in running the illegal operations and organizing trafficking activities within the Baofu Compound, which became controversial due to alleged illicit activities, maltreatment, and abuse of both foreign and Filipino workers.

Guo and her co-accused were sentenced to reclusion perpetua, the penalty prescribed for qualified human trafficking.

In addition, they were ordered to pay a fine of ₱2 million each and provide monetary reparations to the victims who filed complaints.

The ruling is considered one of the most significant convictions involving individuals linked to POGO-related trafficking cases in the Philippines.
