LACSON ASSURES FULL TRANSPARENCY IN 2026 NATIONAL BUDGET

Senate President Pro Tempore Ping Lacson assured on Saturday that the Senate’s transparency portal reflects all amendments made in the 2026 national budget, recently approved on the second reading.

“Makikita niyo lahat dun, pati yung mga individual amendments ng mga senador. Kasi naka-record lahat iyon, hindi tulad dati na bulungan lang,” he said in a radio interview.

The Senate approved House Bill 4058, the ₱6.7 trillion 2026 General Appropriations Bill, with a ₱68.667-billion reduction in new appropriations.

Lacson emphasized that the portal allows the public to see proponents of insertions and amendments across all agencies—not just the DPWH, which is under scrutiny due to the flood control scandal. It also hosts livestream videos, documents, and hearing transcripts.

“Itutuloy namin [i-record] iyan hanggang sa bicam na may livestream at may record na lahat,” Lacson said, referring to the bicameral conference committee where Senate and House versions will be reconciled.

He added, “This time around, every step in the way, mula dun sa pagdinig sa komite hanggang sa flood deliberations, hanggang period of amendment hanggang bicam, talagang transparent.”

Lacson noted that, unlike previous years, the bicam will strictly reconcile differences without unrecognized amendments.

He also assured that legislator “allocables” from the DPWH were removed in the Senate version despite “resistance” from some senators.
