Contractor Sarah Discaya, implicated in anomalies in flood control projects, is currently “under surveillance,” Ombudsman Boying Remulla said Saturday, December 6.
The Office of the Ombudsman filed graft and malversation charges against Discaya, owner of St. Timothy Construction, and several public works officials over an alleged “ghost” infrastructure project worth ₱96.5 million in Davao Occidental.
The prosecution recommended no bail for the malversation case, Assistant Ombudsman Mico Clavano said.
Remulla noted that Discaya is still in the Philippines, specifically in Pasig City.
“Under surveillance na siya so we will know. We started doing that even before this happened,” he said.
“Si Sarah ay in Pasig. Pinapa-surveillance na natin yan,” he added.
Discaya’s husband, Curlee, remains in Senate detention. Their firms are among the top 15 awarded flood-control projects since 2022 and are alleged to have profited from ghost projects that have sparked protests nationwide.
