Residents of Surigao del Norte have called on the Independent Commission for Infrastructure (ICI) to investigate several flood control and road projects allegedly left unfinished or poorly built despite being funded and reported as complete.
One flagged project was the Construction and Improvement of Access Roads Leading to Seaports in Surigao City.
Government records show a phase handled by St. Gerrard Construction General Contractor and Development Corporation, owned by Sarah and Curlee Discaya, as “ongoing” with 30.09% completion, yet residents reported road segments without concrete or active construction.
The appeal follows an October 27 complaint filed with the NBI over stalled construction, premature wear, and discrepancies between official reports and on-site conditions.
Complainants Wilbert Ga and Ana Marie Echin said they sought ICI intervention after months passed without inspection or updates.
Ga, a journalist, said the complaint aims to document “public works projects, including flood control works, that appeared to have anomalies, unjust infrastructure and delayed implementation.”
Echin added, “Direktang naaapektuhan nito ang pagbaha, kaligtasan, paggalaw, at pang-araw-araw na buhay ng mga tao… mga residente ang nagdurusa sa mga epekto nito.”
The pair pledged ongoing monitoring and full cooperation should the ICI conduct an independent assessment to ensure compliance, accountability, and transparency in public fund use.
