MAN CLAIMS HE FUNNELED CASH FOR VP SARA DUTERTE

A man identifying himself as a former bagman for Vice President Sara Duterte has surfaced, alleging that she benefited from support allegedly supplied by drug syndicates and POGO operators.

Ramil Lagunoy Madriaga claimed in a sworn affidavit that he first worked with the Dutertes in 2016 during the Oplan Double Barrel campaign. He described himself as a former intelligence operative with the National Security Council, Presidential Security Group, and the AFP.

By 2018, he said he was providing intelligence for what he alleged were Sara Duterte’s early preparations for a 2022 presidential bid and that he founded the group “Inday Sara Duterte Is My President” (ISIP) under her instructions, funded by drug and POGO proceeds.

The affidavit also references the 2018 magnetic lifter controversy, claiming Sara Duterte’s husband ordered him to secure the lifter from the Bureau of Customs.

Madriaga said he later assisted in forming the Vice Presidential Security and Protection Group, personally recommending Col. Dennis Nolasco and Col. Raymund Dante Lachica, whom he said helped transport cash for the VP camp.

He recounted delivering millions of pesos to various locations, including a duffle bag to a comedy bar in Quezon City, ₱33–₱35 million to Cabuyao, Laguna, ₱80 million at a Mandaluyong mall, and allegedly ₱1 billion in cash in February 2020 using a Super Grandia, which he picked up in Kamuning, Quezon City, and surrendered in Muntinlupa.

According to Madriaga’s lawyer, Atty. Raymund Palad, the affidavit was compiled from handwritten notes while he was detained at BJMP and notarized on November 29 with a dry seal.

As of now, Vice President Sara Duterte and the individuals named in the affidavit have not issued any statements regarding the allegations.
