House Speaker Faustino “Bojie” Dy III has denied allegations of budget insertions in the ongoing bicameral conference committee deliberations on the proposed 2026 budget of the Department of Public Works and Highways (DPWH), describing the claims as “inaccurate and misleading.”
Dy issued the statement after the Philippine Center for Investigative Journalism (PCIJ) reported that he and House Committee on Appropriations chairperson and Nueva Ecija 1st District Representative Mika Suansing allegedly had the highest insertions in the 2026 House General Appropriations Bill compared with the original proposal of Public Works Secretary Vince Dizon. The report cited ₱2.68 billion in alleged insertions attributed to Dy and ₱1.773 billion to Suansing.
The Speaker rejected the report’s implication that lawmakers were secretly adding items during bicam deliberations, stressing that the House budget followed established procedures and was approved prior to the bicameral process.
“Lahat po ng nilalaman ng ating panukalang batas—kasama na ang mga pondo, probisyon, at programa—ay dumaan sa tamang proseso. Iyan ay inaprubahan ng buong House of Representatives sa ikatlong pagbasa, at bago pa man magsimula ang bicam, naipasa na ito,” Dy said.
He maintained that the bicameral conference committee does not serve as a venue for secret insertions but for reconciling the House and Senate versions of the budget.
