Public Works Secretary Vince Dizon on Tuesday strongly rejected what he described as “baseless and malicious” allegations accusing him of inserting funds for flood control projects under the Bases Conversion and Development Authority (BCDA).
The denial follows claims by Batangas 1st District Representative Leandro Leviste, who alleged that Dizon, a former BCDA president, engineered budget insertions for flood control projects allegedly coursed through the agency.
The BCDA has already refuted the accusation, stating that it has no flood control projects funded through budget insertions, “allocable funds,” or any discretionary source. The Department of Public Works and Highways (DPWH) echoed this position.
“Any claims of ‘allocable’ or discretionary funding for such purposes are baseless and false,” the DPWH said in a statement.
Dizon also raised questions about the timing of the allegations, noting that they emerged after reports surfaced from some DPWH personnel accusing the lawmaker of forcibly and illegally obtaining documents from the late former Public Works Undersecretary Catalina Cabral.
