4Ps Partylist Representative Marcelino Libanan is urging Congress to act early and pass a new Armed Forces of the Philippines (AFP) modernization law before the current program expires in 2027.
“The 15-year Revised AFP Modernization Program, enacted in 2012, is set to expire in 2027, and early legislative action would ensure a smooth transition to the next phase of the military’s modernization,” Libanan said.
“Congress should enact a successor modernization framework ahead of the current program’s expiration. By acting early, we can ensure that the AFP remains capable, credible, and responsive while maintaining a stable and coherent modernization strategy,” he added.
Libanan emphasized that sustained planning and uninterrupted implementation are vital, as modernization is a long-term undertaking that cannot afford gaps or delays.
The program includes the acquisition of advanced equipment, weapons systems, and defense-related technologies such as intelligence and surveillance capabilities.
In 2025, milestones included the delivery of 3,200-ton guided-missile frigates BRP Miguel Malvar and BRP Diego Silang, alongside five S-70i Black Hawk helicopters and contracts for 12 more FA-50PH fighter jets.
Funding has also increased, with the 2026 national budget allocating ₱40 billion for AFP modernization projects, up from ₱35 billion in 2025.
From 2013 to 2025, Congress allocated ₱313.6 billion in appropriations and ₱134.1 billion in unprogrammed funds to support the program.
