LACSON WARNS DPWH OFFICIALS OF PRISON IF THEY RECANT SWORN STATEMENTS

Senate President Pro Tempore Panfilo “Ping” Lacson on Sunday warned that former Department of Public Works and Highways (DPWH) officials could face prison time if they recant their sworn statements in the ongoing flood control project scandal.

Lacson said they could be charged with perjury under Article 183 of the Revised Penal Code, as amended by Republic Act 11594, which carries up to 12 years in prison, a ₱1 million fine, and perpetual absolute disqualification from public office.

“Their statements are not standalone evidence. The case won’t die or collapse on the basis of their recantation,” he said.

The senator also raised the possibility that some implicated individuals may have tried to influence former DPWH officials through legal channels.

“I won’t wonder if some of those implicated may have reached out to the ex-DPWH officials through their lawyers,” he added.

Lacson, chair of the Senate Blue Ribbon Committee, said the next hearing is set for January 19, during which the panel will subpoena officials who previously skipped the probe, including former Public Works Secretary Manuel Bonoan, former Education Undersecretary Trygve Olaivar, businessman Maynard Ngu, and former Ako Bicol Partylist Representative Zaldy Co.

“Olaivar and company were invited but did not show up. We already subpoenaed them. If they still won’t show up, we can issue warrants for their arrest,” he said.

Potential witnesses may also include Batangas 1st District Representative Leandro Leviste, depending on his willingness.

Lacson noted similarities between documents Leviste released and those already in the committee’s possession.
