ICI TO SUBMIT REPORT AS COMMISSION NEARS END

The Independent Commission for Infrastructure (ICI) announced Friday, January 16, that it will submit a consolidated report to Malacañang detailing its accomplishments since its creation, allowing the Palace to decide on the body’s future following the resignation of two of its three commissioners.

The statement came after President Ferdinand “Bongbong” Marcos Jr. remarked that the commission’s work “is coming towards the end.”

ICI said the report will summarize its actions from September 11, 2025, when it was established, until December 31, 2025.

“The report will be submitted to the Office of the President for its consideration in determining the next steps for the Commission,” it said.

In the meantime, the commission noted it will continue to “process, organize, document, and safeguard all records and evidence in its custody” after months of investigation.

Among its accomplishments, ICI cited the filing of eight referral cases to the Ombudsman, efforts to recover billions of pesos in illegally acquired assets, and recommendations to strengthen reforms and prevent future irregularities in infrastructure projects.

The commission’s future has been uncertain since the consecutive resignations of Rogelio “Babes” Singson on December 15 and Rossana Fajardo on December 31, leaving only chairman and retired Supreme Court Associate Justice Andres Reyes Jr. in place.

ICI acknowledged that, as a collegial body, it can only act with majority approval.

“Consequently, following the resignation of its two commissioners, the Commission is unable to resume its official operations until a quorum is restored,” it said.

In an interview Friday, Marcos stated, “all people who need to be investigated have already been investigated.”

He added, “ICI is really coming towards the end. Maybe there are one or two other loose ends that they have to clear up.”
