The National Bureau of Investigation (NBI) has filed a plunder complaint against Senator Jinggoy Estrada and former Department of Public Works and Highways (DPWH) Secretary Manny Bonoan for alleged irregularities linked to flood control projects, the Department of Justice (DOJ) confirmed Monday.
DOJ spokesperson Prosecution Attorney Polo Martinez said the complaint names Estrada and Bonoan as co-respondents and involves multiple transactions rather than a single project.
“The complaint for plunder is not localized to a single project or locality,” Martinez said. “It encompasses allegations of acquisition of ill-gotten wealth of more than ₱50 million through a combination and/or series of transactions.”
Martinez added that no preliminary investigation has been scheduled yet, as the case must first be assigned to a panel of prosecutors. Once designated, subpoenas will be issued to the respondents following standard procedure.
The filing marks another high-profile case involving alleged misuse of public funds in infrastructure projects.
