President Ferdinand “Bongbong” Marcos Jr. is deferring any decision on the future of the Independent Commission for Infrastructure (ICI), choosing to wait for its final report despite the body being unable to act due to a lack of quorum.
The resignations of commissioners Rogelio “Babes” Singson and Rosanna Fajardo left only chair Andres Reyes Jr., a retired Supreme Court associate justice, in place. Under Executive Order No. 94, signed in September 2025, the commission requires majority approval from its three members to take official action.
Communications Undersecretary Claire Castro said the President will base his decision on the commission’s findings and recommendations.
“Titingnan po muna kung ano ang magiging report ng ICI, at doon po titingnan kung ano iyong susunod na hakbang,” Castro said in a Palace briefing.
She noted that the ICI had already completed much of its fact-finding, with remaining work focused on consolidating evidence and testimonies tied to alleged anomalies in flood control projects.
Despite losing quorum, the commission said it will still submit its report, pointing out that its most critical investigative work was finished before the resignations.
Before becoming inactive, the ICI referred eight cases to the Office of the Ombudsman and jointly endorsed others with the Department of Public Works and Highways (DPWH), implicating nearly 100 individuals.
These referrals have already led to three cases filed and the arrest of 16 people, including contractor Sarah Discaya.
