SECOND IMPEACHMENT COMPLAINT FILED VS MARCOS

Members of the Makabayan bloc and several complainants on Monday filed a second impeachment complaint against President Ferdinand “Bongbong” Marcos Jr., citing what they described as a massive corruption scheme tied to flood control projects. The complaint was formally submitted to House Secretary General Cheloy Garafil.

ACT Teachers Partylist Representative Antonio Tinio, Gabriela Partylist Representative Sarah Elago, and Kabataan Partylist Representative Renee Co endorsed the filing, which was initiated by private individuals led by former Gabriela Representative Liza Masa, former Bayan Muna Representatives Teddy Casiño and Neri Colmenares, and Bagong Alyansang Makabayan (BAYAN) President Renato Reyes.

“The complaint arises from what may be characterized as the most systematic, brazen, and devastating scheme of corruption to plague Philippine infrastructure spending in recent history,” the complaint stated, pointing to alleged irregularities in flood control projects between 2022 and 2025.

It further noted: “The magnitude of the offense is staggering. A total of ₱545.6 billion was allocated for flood control projects, with a disproportionate ₱100 billion concentrated in the hands of merely fifteen (15) favored contractors.”

The filing also referenced claims by former Ako Bicol Representative Zaldy Co that Marcos ordered the insertion of ₱100 billion worth of projects in the 2025 national budget and received kickbacks from anomalous contracts.

“This is also not a case of isolated irregularities. This is systematic, institutionalized corruption emanating from the highest office of the land—a hostile takeover of the state’s financial machinery to convert public funds into private wealth and political power,” the complaint added.

It also cited the alleged use of an “unprogrammed appropriations scheme” to bankroll the projects.

Tinio expressed hope that the Office of the Secretary General would promptly forward the complaint to the House Speaker and include it in the agenda alongside the first impeachment case earlier filed by lawyer Andre de Jesus.
