House Speaker Faustino “Bojie” Dy III said the House of Representatives will adopt the Final Report of the Second Congressional Commission on Education (EDCOM II) as a guide in crafting measures to address the country’s education crisis.
Dy emphasized that the report reflects the true state of Philippine education and demands sustained action.
“Ang ulat na inilulunsad natin ngayon ay hindi simpleng pagtatapos ng isang komisyon. Ito ay isang paninindigan ng pamahalaan—isang tapat, malinaw at walang-palusot na pagharap sa tunay na kalagayan ng edukasyon sa bansa,” he said during the turnover ceremony.
He noted that the challenges are longstanding, citing low literacy rates, weak early learning foundations, and a culture that prioritizes process over genuine learning.
“Ang kaibahan ngayon, malinaw na inilalatag ng ulat ang landas kung paano ito tutugunan,” Dy added.
EDCOM II was convened to conduct a systemwide review of education amid persistent learning gaps and weak outcomes. Its Final Report outlines a long-term roadmap to strengthen foundational learning, improve teaching quality, and align education with employment pathways.
Dy stressed that Congress must ensure the recommendations are implemented.
“It is not enough to study and understand the problems before us—what is more critical is that we act on the recommendations of the EDCOM II,” he said.
He underscored that success will be measured not by the number of laws passed but by how many Filipino children are given real hope and opportunities.
Dy credited EDCOM II co-chairpersons Representatives Roman Romulo and Jude Acidre, commissioners Zia Adiong, Steve Solon, and Anna Victoria Veloso-Tuazon, and Secretariat head Dr. Karol Mark Yee for grounding the report in data and classroom realities.
The House leader said the chamber accepts the report as a guide for legislation, oversight, and responsible spending to ensure genuine learning for every Filipino child.
