MAKABAYAN IMPEACHMENT RAP FLAGS ‘WIDESPREAD CORRUPTION’ VS MARCOS

Kabataan Partylist Representative Renee Co said the Makabayan bloc’s second impeachment complaint against President Ferdinand “Bongbong” Marcos Jr. consolidates official records and sworn testimony to prove that alleged abuses were not isolated incidents but part of “widespread corruption” backed by Malacañang.

“So lahat po ito ay cinompile natin para mapakita na may widespread corruption happening,” Co said in a television interview.

She pointed to what she described as a Malacañang-approved policy framework and a pattern in unprogrammed appropriations that were not included in the first petition.

“Hindi po ito chancing-chancing and padiskarte-diskarte lang ng iilan. Pero ito po ay polisiya signed off by Malacañang,” she added.

Central to the filing, Co said, was the testimony of former Public Works Undersecretary Roberto Bernardo, whom she called a government “star witness.”

According to her, Bernardo testified that he personally handled and delivered ₱8 billion in cash for individuals allegedly acting on behalf of the Office of the Executive Secretary, later linked to the President through other accounts.

Co also compared this with the ₱25 billion allegedly received by Marcos from former Ako Bicol Partylist Representative Zaldy Co.

She further highlighted what she called the “BBM Parametric Formula,” a 16-page policy document she said has been an official national policy since July 2022.

“This is a 16-page policy document highlighting that bahagi ng magiging policy in handling DPWH quote-unquote allocables to particular mambabatas and even members of national leadership of government,” Co explained.

“Yung priorities nila, ikukonsidera. Beyond po ito sa poverty threshold or ano man yung infrastructure plan, yung priorities lang nila, kung ano man yan, ikukonsidera,” she added.

Another pillar of the complaint, Co said, involved unprogrammed appropriations, supported by government records.

She noted attachments allegedly showing a pattern where pending unprogrammed items were funneled into flood control projects that were “ghost and substandard.”

“According to law, the Administrative Code of 1987, ang pwedeng mag-approve ng ganyang items na isuspenda ng UA, President mismo, hindi nga official, President mismo,” Co stressed.

The Makabayan bloc’s second impeachment filing seeks to establish a broader case of systemic corruption tied to Malacañang policies and budget practices.
