MALACAÑANG EYES ANTI-DYNASTY LAW BEFORE 2028 POLLS

Malacañang expressed confidence that the long-delayed anti-political dynasty bill could finally be enacted before the 2028 national elections, as Congress intensifies discussions on the decades-old proposal.

Executive Secretary Ralph Recto said there is a strong possibility that lawmakers could pass a version of the measure ahead of the October 2027 filing of certificates of candidacy (COCs), provided the bill avoids overly restrictive provisions.

“Palagay ko, basta hindi masyado extreme ang ideas to move the needle, so to speak, dapat may mapasa tayong version ng anti-political dynasty bill,” Recto told reporters on Wednesday.

Recto added that deliberations are currently underway across key branches of government.

“Pinag-aaralan ngayon ’yan ng both House, Senate at Office of the President. So tingnan natin, pero priority ’yan,” he said.

President Ferdinand “Bongbong” Marcos Jr. has repeatedly urged lawmakers to prioritize the passage of the measure, which seeks to operationalize the Constitution’s long-standing ban on political dynasties—nearly four decades after it was first mandated.

Several versions of the anti-political dynasty bill are now pending in both the House of Representatives and the Senate.

Some legislators have called on the President to certify the measure as urgent to speed up its approval.

Under election rules, candidates for national and local posts are required to file their COCs by October of the year preceding the elections.

For the May 2028 polls, this means the deadline falls in October 2027, making the timeline crucial for the proposed law’s passage.
