The Office of the House Secretary General has transmitted the third impeachment complaint filed against Vice President Sara Duterte to the Office of the Speaker.
House Secretary General Cheloy Garafil confirmed that the complaint was formally sent to Speaker Faustino “Bojie” Dy III on Monday night, February 9, in line with constitutional and House rules.
“I confirm that my office formally transmitted the third impeachment complaint against Vice President Sara Duterte to the office of Speaker Faustino “Bojie” G. Dy III early Monday night, in accordance with the Constitution and the Rules of the House of Representatives,” Garafil said.
She stressed that her office’s role in impeachment proceedings is limited to administrative functions.
“I emphasize that the role of the Office of the Secretary General in impeachment proceedings is strictly ministerial. My office is tasked only with the receipt, verification, and transmission of impeachment complaints and their endorsements,” she added.
The third complaint was filed Monday afternoon by a group composed of priests, nuns, civil society leaders, and lawyers. It was endorsed by Mamamayang Liberal Party-list Representative Leila De Lima, a known critic of the Duterte family.
Under House rules, the Speaker’s Office has 10 session days to include the complaint in the plenary’s Order of Business and three session days to refer it to the House Committee on Justice.
