ICC NAMES DUTERTE CO-PERPETRATORS IN DRUG WAR CASE

The International Criminal Court has identified several alleged co-perpetrators linked to former Rodrigo Duterte in its Document Containing the Charges (DCC) related to the Philippine war on drugs. The filing was submitted Friday by the ICC Prosecution.

Prosecutors said Duterte’s alleged co-perpetrators participated in a “common plan” to commit violent crimes, including murder, targeting suspected criminals.

The list includes Senators Ronald “Bato” dela Rosa and Bong Go, former police chiefs Vicente Danao, Camilo Cascolan, Oscar Albayalde, and Dante Gierran, former Justice Secretary Vitaliano Aguirre II, former Drug Enforcement chief Isidro Lapeña, and other senior law enforcement officials.

The Prosecution said the killings were carried out through two main networks: the Davao Death Squad, allegedly active in Davao City during Duterte’s mayoralty, and a national network that expanded the model nationwide during his presidency, involving the Philippine National Police and other agencies.

Duterte is accused of orchestrating the campaign by designing policy, issuing orders, encouraging killings, and offering immunity to perpetrators.

Prosecutors emphasized that the violence was systematic and not random, constituting a “widespread and systematic attack” against civilians under state policy.

The ICC Pre-Trial Chamber 1 will now review the evidence to determine whether the case moves to trial.

The Prosecution also submitted an updated evidence list with two additional items, kept confidential to protect witnesses and sensitive information.
