HOUSE OKAYS NATIONAL FOOD SECURITY DAY ON OCTOBER 16

The House of Representatives has approved on third and final reading a measure designating October 16 as National Food Security Day, aligning the observance with World Food Day.

House Bill No. 8042 was passed with 248 votes in favor, none against, and one abstention, emphasizing the country’s commitment to keeping food security at the forefront of national priorities.

House Majority Leader Sandro Marcos, representative of Ilocos Norte’s first district, highlighted the importance of the measure in ensuring a stable food supply and affordable prices.

“A National Food Security Day is a clear signal that the fight against hunger and high food prices has to stay on the national agenda, with real work behind it, from farm productivity to nutrition and less food waste,” Marcos said.

The law commits the government to safeguard food security, promote sustainable agriculture, and combat hunger, in line with constitutional mandates and international obligations. It also affirms the right of every Filipino to safe, adequate, and nutritious food while recognizing the contributions of farmers, fisherfolk, and other stakeholders.

Under the bill, the Department of Agriculture will lead the annual observance, coordinating with the Department of Education, Commission on Higher Education, Department of the Interior and Local Government, and the National Nutrition Council. Programs will include campaigns on food security, sustainability, nutrition awareness, and reduced food waste.

The implementing rules and regulations must be issued within 60 days after the law takes effect to ensure a clear framework for the observance.

Marcos also noted that under Speaker Faustino “Bojie” Dy III, the House has advanced several measures aimed at strengthening food systems and protecting Filipino households.
