Akbayan Party-list Representative Chel Diokno has requested that the House Committee on Justice take custody of Ramil Madriaga, a potential witness in the impeachment proceedings against Vice President Sara Duterte.
Diokno made the request in a letter to committee chairperson and Batangas 2nd District Representative Gerville Luistro after two of the remaining impeachment complaints against Duterte were deemed sufficient in form and substance.
“May I also move that the custody of… Madriaga, who appears to be a material witness in the impeachment proceedings against (the) Vice President… be transferred to the committee on justice, to ensure his safety and availability to testify before the Committee at the proper time,” Diokno said.
The lawmaker also called on the panel to compel the immediate production of key records necessary to determine whether sufficient grounds exist for Duterte’s impeachment.
Among the documents requested were certified true copies of Duterte’s statements of assets, liabilities, and net worth (SALNs) covering 2007 to 2013, 2016 to 2022, and 2022 to 2025—tracing her public service record from its start to the present.
Diokno additionally asked the Anti-Money Laundering Council (AMLC) to provide a sworn certification on whether it holds records of covered or suspicious transactions linked to Duterte and her relatives, including accounts under her name, her husband Mans Carpio, and former President Rodrigo Duterte.
He said the documents would help determine if the Vice President may have acquired unexplained wealth or failed to declare assets in her SALNs.
The representative also requested records from the National Bureau of Investigation (NBI) regarding its probe into Duterte’s alleged threats against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez, including certified copies of documents and photographs collected during the investigation.
The motion received support from Mamamayang Liberal Party-list Representative Leila de Lima, Akbayan Party-list Representative Perci Cendaña, and Dinagat Islands Lone District Representative Kaka Bag-ao.
As of now, the House Committee on Justice has not yet scheduled a meeting to address Diokno’s request.
