ICI RECOMMENDS WINDING DOWN OPERATIONS AFTER FULFILLING MANDATE

The Independent Commission for Infrastructure (ICI) has recommended winding down its operations after completing its mandate under Executive Order No. 94.

In a statement, ICI chair Andres Reyes Jr. said,

“Thus, I hereby recommend that the ICI wind down its operations.”

Reyes added that the commission will remain operational until March 31, 2026, to finalize administrative requirements related to its closure.

Formed by President Ferdinand Marcos Jr. in September 2025, the three-member commission was tasked with investigating irregularities in flood control and other public works projects under the Department of Public Works and Highways (DPWH).

Reyes became the sole remaining member following the resignations of Rogelio Singson and Rossana Fajardo.

The commission disclosed that all investigation records have been transmitted to the Office of the Ombudsman for possible legal action, with copies provided to the Department of Justice and DPWH.

Reyes noted that despite operating as a full collegial body for only three months, the ICI endorsed nine cases involving 65 individuals to the Ombudsman, formed a technical working group with 20 agencies, and initiated three digital systems to detect fraud in infrastructure projects.

“Within this brief period, the Commission has established the investigative framework and methodology that can now be adopted and replicated by statutory prosecutorial agencies in examining the full universe of anomalous infrastructure projects,” Reyes said.

He also expressed support for pending bills in Congress to establish permanent oversight bodies against infrastructure corruption.

“I am glad that the Office of the President has prioritized the pending Senate and House bills proposing the establishment of the Independent Peoples’ Commission and the Independent Commission Against Infrastructure Corruption. I hope that Congress will promptly act on these bills,” Reyes added.
