The Philippine Ports Authority (PPA) has ordered a sharp reduction in Ro-Ro Terminal Fees (RRTF) to just ₱1.00 for vehicles transporting raw and unprocessed agricultural products, aiming to cushion the impact of soaring fuel prices on logistics and protect food supply chains.
The directive, issued through Administrative Order No. 003-2026 and signed by PPA General Manager Jay Daniel Santiago on March 24, applies to Type 3 vehicles such as light delivery trucks, vans, and pickups, as well as Type 4 vehicles or heavy delivery trucks.
Covered cargo includes grains, fruits, vegetables, fishery products, and live or freshly slaughtered livestock and poultry.
Processed agricultural goods, however, are not included in the discounted rate.
To avail of the reduced fee, drivers must present cargo declarations and vehicle manifests. Port authorities are also authorized to conduct inspections to verify compliance.
The PPA warned that misdeclaration of cargo to take advantage of the “piso rate” will result in penalties, including double the regular RRTF and possible civil or criminal charges.
The reduced fee will take effect 15 days after publication and registration with the Office of the National Administrative Register and will remain valid for six months, unless lifted or extended depending on global oil price movements.
Authorities said strict monitoring will be implemented by Port Management Offices to ensure proper enforcement of the policy.
