Batangas 1st District Representative Leandro Leviste was unable to secure a copy of the Independent Commission on Infrastructure (ICI) report on alleged irregularities in flood control projects, despite personally visiting the commission’s office on Tuesday, March 31—the body’s final day of operations.
“I am now at ICI to request a copy of the ICI report and request the release of the results of their investigation to the public. I hope they allow it,” Leviste announced in a House press chat group.
The freshman lawmaker, son of Senator Loren Legarda, later expressed frustration at the lack of transparency.
“Today is the last day of ICI. Still no ICI report. There’s no scheduled presscon either. Where is Sec. Vince (Dizon)? Where’s everyone who was making noise about the flood control issue?” he asked.
The ICI was created by President Ferdinand Marcos Jr. through Executive Order 94 last year to probe anomalies in flood control projects.
It was initially led by three commissioners: former Supreme Court Associate Justice Andres Reyes Jr., former Public Works Secretary Rogelio Singson, and Rosanna Fajardo.
However, Singson resigned on December 15, 2025, citing health concerns, followed by Fajardo on December 31, 2025.
With the commission’s work officially concluded, it was dissolved—though many lawmakers remain dissatisfied, pointing out that no major figures allegedly involved in the controversy have been charged or jailed.
