Both President Ferdinand Marcos Jr. and Vice President Sara Duterte saw declines in their approval and trust ratings in the latest Pahayag 2026 First Quarter (PQ1-2026) survey conducted by Publicus Asia Inc.
Marcos registered a 19% approval rating and 13% trust rating, down from 22% and 15% respectively in the fourth quarter of 2025.
Analysts pointed to public dissatisfaction over several issues, including the government’s perceived failure to hold a “big fish” accountable in the flood control controversy (23%), the transfer of former President Rodrigo Duterte to The Hague despite the country’s withdrawal from the Rome Statute (16%), and frustration over the administration’s handling of rising fuel prices (16%).
Vice President Duterte, while still holding the highest ratings among top government officials, recorded sharper drops. Her approval rating fell to 28% from 34%, while her trust rating slid to 26% from 31%.
Factors cited for the decline include the filing of four impeachment complaints against her (33%), developments surrounding her father’s case at the International Criminal Court (15%), and her public remarks expressing regret over supporting Marcos in the 2022 elections (15%).
Despite the downturn, Duterte remains the most favorably rated among key officials.
The survey was conducted from March 21 to 24 with 1,509 respondents nationwide.
