Half of Filipinos remain dissatisfied with the performance of President Ferdinand Marcos Jr.’s Cabinet, according to the latest Pahayag 2026 First Quarter (PQ1-2026) survey by Publicus Asia Inc.
The poll recorded a 50% disapproval rating for Cabinet members, virtually unchanged from the 51% reported in the fourth quarter of 2025.
Meanwhile, opposition senators dominated the list of lawmakers with the highest favorable ratings. Senator Bam Aquino led with a 59% net favorable rating, followed by Senator Kiko Pangilinan and Senate Deputy Majority Leader Risa Hontiveros, both at 50%.
On the other end of the spectrum, Senator Jinggoy Estrada topped the unfavorable list with a 58% net unfavorable rating, including 36% who described him as “very unfavorable.” He was followed by Senator Camille Villar at 56% (36% “very unfavorable”), Senator Ronald “Bato” dela Rosa at 54% (39% “very unfavorable”), and Senator Mark Villar at 53% (33% “very unfavorable”).
Estrada has recently been linked to alleged irregularities in flood control projects, while dela Rosa has been absent from Senate sessions for months amid reports that the International Criminal Court (ICC) has issued a warrant of arrest against him over his role in the bloody anti-drug campaign under former President Rodrigo Duterte.
The survey was conducted from March 21 to 24 with 1,509 respondents nationwide.
