DILG ORDERS EARLY INVENTORY PREPS AHEAD OF 2026 BARANGAY, SK POLLS

The Department of the Interior and Local Government (DILG) has directed barangay and Sangguniang Kabataan (SK) officials to begin early inventory and turnover preparations ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE) scheduled in November.

In a statement issued Tuesday, April 7, the DILG said the directive follows instructions from President Ferdinand Marcos Jr. to ensure uninterrupted public service during the transition of leadership.

Barangay chairpersons are required to form Barangay Inventory Teams (BITs), composed of local officials and community representatives, to oversee the documentation and turnover of all barangay assets and records. Similarly, SK chairpersons must establish SK Inventory Teams (SKITs) to ensure accountability in managing youth sector resources.

The DILG explained that both BITs and SKITs will conduct initial and final inventories and coordinate with City and Municipal Assessment and Transition Teams to ensure compliance and provide operational support during the transition period.

The directive is anchored on existing laws and regulations, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015.

The agency also warned that failure to properly turn over government properties may result in administrative and legal liabilities under applicable laws.
