Senators Raffy Tulfo and Robin Padilla topped the latest WR Numero Research survey measuring voter preferences for the 2028 senatorial elections.
The poll, conducted from March 10 to 17 among 1,455 respondents with a ±3.0% margin of error, showed Tulfo leading with 42% voting preference, followed by Padilla at 37%.
Former Senator Grace Poe ranked third with 34%, Senate Minority Leader Alan Peter Cayetano placed fourth at 33%, while Pasig City Mayor Vico Sotto rounded out the top five with 31%.
The “Magic 12”

Falling Short
Notably absent from the Top 20 were re-electionist Senator Jinggoy Estrada—who, along with Escudero, has been linked to alleged irregularities in flood control projects—Senator Mark Villar, and former Senator Ramon “Bong” Revilla Jr., currently detained at the Quezon City Jail over his alleged involvement in a ₱92.8-million anomalous flood control project in Pandi, Bulacan.
