EMB REGION 7 LIFTS CDO ON MONTERRAZAS DEVELOPMENT AFTER REMEDIAL WORKS

The Environmental Management Bureau (EMB) Region 7 has officially lifted the cease and desist order (CDO) against the Monterrazas development in Cebu following the completion of required remedial works.

EMB-7 Regional Director John Edward Ang confirmed on Saturday that the order was lifted after the developer, The Mont Property Group, Inc., demonstrated documented remedial works, compliance milestones, and settlement of penalties.

To address environmental concerns, the developer constructed and enhanced 23 detention ponds with a total capacity of approximately 52,468 cubic meters. These ponds are designed to contain and regulate surface runoff, slow down peak water flows, and mitigate flooding in downstream communities.

On-site inspections by the EMB verified that pond excavations were completed, embankments stabilized, and control structures and sediment traps installed. The site also underwent stabilization using erosion-control blankets and vegetative cover.

Director Ang stressed that while the lifting of the order marks progress, vigilance remains necessary.

“While the structural measures represent a meaningful step toward reducing flood risk, continued monitoring and maintenance are essential to ensure long-term effectiveness,” Ang said.

The Mont Property Group, Inc. is now required to submit as-built drawings and operation plans, hydrologic monitoring data, and regular maintenance schedules for sediment removal and structural inspections.

The Department of Environment and Natural Resources (DENR) initiated an investigation into the project last year following reports of soil movement and flooding in the area.

Ang noted that while the current measures are a “meaningful step,” the EMB will continue to monitor the ponds’ performance during heavy rain. If deficiencies are found under extreme weather conditions, the bureau warned it will mandate further corrective actions and additional mitigation measures.
