GOV’T PUSHES FOR LOWER TOLL AND PORT FEES TO STABILIZE FOOD PRICES

Malacañang has directed national agencies and local government units (LGUs) to streamline the rollout of reduced toll and port fees, following President Ferdinand Marcos Jr.’s directive to shield food security from the volatile impact of high global oil prices.

Executive Secretary Ralph Recto stressed that the success of the measures depends on efficient government bureaucracy, particularly in accrediting those in the agricultural supply chain.

“This begins with the speedy accreditation of farmers and traders who are qualified for the toll fee waiver,” Recto said.

Toll and Port Fee Holidays

  • Toll-Free Privilege: Accredited food transporters began enjoying toll-free passage on major expressways starting April 20.
  • Port Fee Reduction: Since April 10, roll-on, roll-off (Ro-Ro) terminal fees for vehicles transporting raw agricultural products have been slashed to ₱1, down from ₱258–₱516. This reduction will last six months.

Streamlining the Supply Chain
Recto warned against unnecessary checkpoints and inspections that delay food trucks, cause spoilage, and waste fuel.

Food trucks and oil tankers are now exempt from Metro Manila’s truck bans during peak hours, with possible extensions depending on economic conditions.

“Unnecessary and unreasonable stopping and inspection of food trucks by police and LGU checkpoints should also stop because it delays travel and wastes fuel,” Recto emphasized.

Economic Impact

  • Food Lane Program: Currently accredits 1,162 private trucks moving 7 million kilos of food daily.
  • Target: Restore participation to 3,100 trucks.
  • Savings: Estimated ₱150–₱165 million monthly if 3,000 trucks fully utilize the program. Transport costs currently add ₱5–₱7 per kilo of food.

Maritime Sector Support
The Maritime Industry Authority (MARINA) has cut regulatory fees—such as vessel registration and safety certificates—by up to 75% for one year. Recto underscored the importance of supporting the entire logistics chain.

“Inter-island ang biyahe ng pagkain. Kaya lahat ng nasa supply chain, tulad ng barko, dapat matulungan,” he said.

The initiative forms part of the administration’s broader effort to stabilize food prices and ensure affordable access for Filipino households.
