CORRUPTION IN CLIMATE PROJECTS A NATIONAL SECURITY THREAT, SAYS VP SARA

Vice President Sara Duterte issued a stern warning on Wednesday, April 22, declaring that corruption within climate infrastructure projects represents a “direct threat to national security” as the nation grapples with the escalating intensity of natural disasters.

​In her message for Earth Day 2026, Duterte highlighted the severe toll of recent typhoons that have ravaged the archipelago.

She specifically cited the devastation brought by Typhoon Basyang, which displaced thousands in Northern Mindanao, as well as the catastrophic combined effects of Typhoon Tino and Super Typhoon Uwan, which left trails of destruction across the Visayas, Luzon, and the Bicol Region.

​Reflecting on the environmental crisis, the Vice President emphasized the consequences of human negligence.

​“Ito ang nangyayari kapag kinalimutan nating igalang ang mundong ating kinagisnan,” Duterte said. “Ang singil ng kapabayaan natin ay pasan ng mga mamamayang Pilipino.”

​A Crisis of Accountability

​According to Duterte, recent disasters have claimed nearly 300 lives and forced over one million Filipinos to flee their homes.

She argued that the vulnerability of these communities is often exacerbated by the misuse of public funds intended for their protection.

“Kapag ang bilyon-bilyong inilaan para sa flood control ay ninanakaw o sinasayang, hindi lang natin binibigo ang kalikasan—ipinagkakanulo natin ang ating sariling mamamayan,” she stated.

​Strengthening National Resilience

​The Vice President underscored that when climate mitigation and flood control systems are compromised by graft, the country’s entire disaster preparedness framework weakens.

She categorized this systemic failure not merely as a financial crime, but as a fundamental risk to the safety of the state.

“Ang korapsyon sa ating climate infrastructure ay isang tuwirang banta sa ating national security,” Duterte added.

​Closing her statement, Duterte called for stronger accountability mechanisms to ensure that government-funded projects translate into genuine, tangible protection.

She urged that every peso allocated for climate resilience must serve its purpose: safeguarding the lives of Filipinos in disaster-prone areas.
