DBM APPROVES 2024 PERFORMANCE-BASED BONUS FOR ELIGIBLE GOV’T WORKERS

The Office of the President (OP) has approved the release of the 2024 Performance-Based Bonus (PBB) for qualified government employees, the Department of Budget and Management (DBM) announced on Tuesday.

The DBM said the approval is formalized under Resolution No. 2026-1, dated July 2, following the recommendation of the technical working group (TWG) created under Executive Order No. 61.

The order aims to improve the government’s performance management and incentive system while supporting efforts to enhance the ease of doing business.

The resolution stated:

“The grant of the FY (fiscal year) 2024 PBB shall proceed in accordance with the guidelines to be issued by the EO No. 61 TWG, with the Secretary of the Department of Budget and Management as the signatory for and on behalf of all EO No. 61 TWG members.”

The implementing guidelines were later issued through a memorandum circular dated July 3.

The incentive program covers employees from national government agencies, bureaus, state universities and colleges, government-owned or controlled corporations (GOCCs), local water districts, local government units (LGUs), the judiciary, the legislature, and constitutional offices.

To qualify for the bonus, agencies must meet performance standards based on four key indicators: performance, process efficiency, financial management, and client satisfaction.

The circular explained:

“The maximum score that may be obtained by the agency is 100 points. An agency shall be considered eligible for the FY 2024 PBB upon attaining a total score of at least 70 points.”

The guidelines also impose accountability measures for agencies that fail to meet certain standards. Personnel and offices responsible for any criterion that receives a score below four will be excluded from receiving the bonus.

In addition, agencies that miss the deadline for submitting required performance reports will face a five-percent reduction in their PBB rates. For agencies that qualify, the amount of the bonus will be released using uniform rates based on their overall performance score.
