DEPED-7 SAYS NO TOTAL BAN ON CELLPHONES IN SCHOOLS

The Department of Education in Central Visayas (DepEd-7) has clarified that it is not implementing a complete ban on mobile phones in schools, following reports that the local government of Dumanjug, Cebu, had prohibited the use of the devices on campus after the recent school shooting in Tacloban City.

During a press briefing on Tuesday, July 7, Regional Director Arturo Bayocot acknowledged the intention behind the local government’s move, saying it was made out of concern for students’ welfare.

“I know the mayor only wants what’s best for the children.”

However, Bayocot emphasized that a total prohibition on mobile phones is not consistent with current DepEd policy.

He explained that schools are guided by DepEd Order No. 6, Series of 2026, or the Effective School Management and Learning Environment (ESMLE) policy, which regulates the use of mobile devices instead of banning them entirely.

“While ensuring a safe and motivating learning environment, the order does not declare a total ban on cellphones.”

Under the policy, students are not allowed to use mobile phones during class unless the device is needed for a teacher-approved learning activity.

Bayocot underscored that the department’s priority is to keep students attentive during lessons.

“The important thing is that students remain focused on the teacher and on learning.”

He also pointed out that mobile phones have become valuable educational tools, particularly for online research and digital learning activities.

Regarding Dumanjug’s reported cellphone restriction, Bayocot said the information appeared to have been announced only through social media, noting that DepEd-7 has yet to receive an official memorandum from the local government.

He expressed confidence that the issue could be resolved through proper coordination and dialogue between local officials and the education department.
