President Ferdinand Marcos Jr. has appointed former Albay lawmaker and veteran economist Joey Salceda to head the Presidential Legislative Liaison Office (PLLO), assigning him to shepherd the administration’s legislative agenda through Congress.
Formally designated as Presidential Legislative Officer with a Cabinet rank of secretary, Salceda was appointed through an official document signed by Marcos on Monday.
In this position, Salceda will serve as the chief bridge between Malacañang and the legislature. His responsibilities include managing relations with both the Senate and the House of Representatives, rallying legislative backing for key executive initiatives, and monitoring the passage of priority bills.
The role marks Salceda’s return to government office following the completion of his third consecutive term as Albay’s second district representative in June 2025.
During his tenure in the House, Salceda chaired the powerful Committee on Ways and Means, playing a central role in authoring crucial tax laws, economic strategies, and investment reforms.
His extensive public service background also features three terms as governor of Albay and a previous stint representing the province’s third district.
Salceda’s appointment arrives at a crucial juncture for the Marcos administration, which faces an increasingly polarized Congress as it seeks to enact key legislative priorities during the second half of its tenure.
