The Department of National Defense (DND) is seeking to recruit experts in artificial intelligence, cyber operations, and other emerging technologies to bolster the modernization and expansion of the Armed Forces of the Philippines (AFP).
Defense Secretary Gilberto “Gibo” Teodoro Jr. has instructed the military to execute this expansion through the Direct Commission Program.
The initiative targets qualified Advanced Reserve Officers’ Training Corps (ROTC) graduates, deserving enlisted personnel, and specialists in fields such as engineering, aviation, communications, AI, research and development, and cyber operations to build a more agile and multidisciplinary force.
The DND emphasized that recruiting specialized talent is key to adapting to a changing security landscape.
“The expanded Direct Commission Program supports the AFP’s modernization efforts and the Comprehensive Archipelagic Defense Concept by ensuring the Armed Forces can attract, develop, and retain the specialized talent needed to address evolving defense and security challenges, and safeguard national security,” the DND stated.
Teodoro also ordered the creation of merit-based commissioning paths for top enlisted members and directed the military to consider reasonable accommodations for qualified persons with disabilities whose technical skills are essential to defense goals.
Tailored training and career development programs will be established for recruits entering through these non-traditional pathways.
“By strengthening the AFP’s human capital, the DND continues to build the capabilities required to defend the nation, sustain internal security gains, and address emerging threats in an increasingly complex strategic environment,” the DND added.
The defense department noted that all implementing guidelines will adhere strictly to legal frameworks while maintaining the AFP’s professional, operational, and security standards.
