The Land Transportation Office (LTO) announced Thursday that it is indefinitely extending the validity of driver’s licenses, vehicle registrations, and related permits that expired on or after July 1, 2026.
The move comes as the agency addresses ongoing slowdowns and downtime within its Land Transportation Management System (LTMS).
According to Memorandum Circular No. MVL-2026-5271, the grace period applies to several key official documents expiring from July 1 onward:
- Driver’s Licenses and Conductor’s Licenses
- Motor Vehicle and Motorcycle Registrations
- Student-Driver’s Permits
- Medical Certificates
To protect motorists from unfair costs during the IT disruption, the LTO confirmed that no surcharges or late penalties will be applied to renewals during this period.
The extension will remain active until technical issues with the LTMS are fully resolved, as outlined in the agency’s official directive:
“The Memorandum Circular shall take effect immediately and shall remain in full force until the MID certifies the complete resolution of the system downtime and slowdown affecting the LTMS, upon which a subsequent Memorandum Circular shall be issued to lift the extension herein granted.”
