RAFFY TULFO TOPS WR NUMERO PERFORMANCE SURVEY AMID DOWNWARD SENATE RATINGS

Senator Raffy Tulfo emerged as the top-rated incumbent senator in the June 2026 Philippine Public Opinion Monitor released by WR Numero Research. The positive individual rating comes despite the Senate as an institution facing a surge in unfavorable views following recent legislative controversies.

The survey asked participants to select up to three sitting senators whom they believed were performing well.

Tulfo led the field with a 25 percent endorsement from respondents, narrowly edging out Senate Minority Leader Alan Peter Cayetano at 24 percent.

The top five overall were:

  • Raffy Tulfo: 25%
  • Alan Peter Cayetano: 24%
  • Robin Padilla: 23%
  • Bam Aquino: 22%
  • Christopher “Bong” Go: 19%

Rounding out the preferred top 12 were Rodante Marcoleta at 16 percent; Pia Cayetano and Erwin Tulfo tied at 14 percent each; Ronald “Bato” Dela Rosa and Francis “Kiko” Pangilinan tied at 13 percent each; Risa Hontiveros at 12 percent; and Lito Lapid at 8 percent.

Outside the top 12 were:

  • Vicente “Tito” Sotto III: 8%
  • Win Gatchalian: 7%
  • Panfilo “Ping” Lacson, Loren Legarda, and Imee Marcos: 6% each
  • Francis “Chiz” Escudero: 5%
  • Jinggoy Estrada: 4%
  • Mark Villar, Camille Villar, JV Ejercito, and Joel Villanueva: 2% each
  • Juan Miguel “Migz” Zubiri: 1%

While several individual lawmakers maintained double-digit support, public sentiment toward the upper chamber as a whole remained largely critical.
