President Ferdinand Marcos Jr. is scheduled to preside over the fourth Legislative-Executive Development Advisory Council (LEDAC) meeting of the 20th Congress at Malacañan Palace on Thursday afternoon, August 6, to address 24 priority legislative measures.
Palace Press Officer and Communications Undersecretary Claire Castro confirmed that the President will proceed with the convened meeting despite the suspension of government work caused by Tropical Storm Maymay. She emphasized that the administration aims to secure congressional approval for the common legislative agenda prior to the end of June 2027.
During a Palace press briefing, Castro stated:
”Nakatakdang pangunahan mamayang hapon ni Pangulong Ferdinand R. Marcos Jr. ang ika-apat na Legislative-Executive Development Advisory Council o LEDAC meeting ng 20th Congress sa Malakanyang.”
She added:
”Inaasahang tatalakayin ang 24 priority LEDAC Common Legislative Agenda bills para sa pagpasa bago ang katapusan ng June 2027.”
The proposed priority measures encompass several governance and economic reforms, including the Anti-Political Dynasty Law, the Party-List System Reform Act, the People’s Freedom of Information or Right to Information Act, and amendments to the Bank Deposits Secrecy Law under the BRIGHT Act.
The administration’s legislative agenda also prioritizes the Philippine Budgeting Code; the Promoting Growth, Revenue, and Equity Towards Socio-Economic Sustainability (PROGRESS) Bill; a General Tax Amnesty measure inclusive of Estate Tax Amnesty; the proposed abolition of the travel tax; amendments to the Coconut Farmers and Industry Trust Fund Act; and revisions to the Fisheries Code.
Key commitments highlighted during President Marcos’s fifth State of the Nation Address (SONA) are also central to the lineup. These include proposed amendments to the Electric Power Industry Reform Act (EPIRA)—aimed at removing system loss charges and strengthening the Energy Regulatory Commission—alongside the Sariling Kuryente Act and the Waste-to-Energy Bill (Waste Treatment Technology Act).
In education and social welfare, priority is directed toward amendments to the Masustansyang Pagkain para sa Batang Pilipino Act (Expanded National Nutrition Program Act), the proposed Classroom-Building Acceleration Program Act, revisions to the Government Assistance to Students and Teachers in Private Education (GASTPE) Act, amendments to the Universal Access to Quality Tertiary Education Act, the Presidential Merit Scholarship Program, and the National Coordinating Council for Education Act.
Additional proposed measures feature updates to the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act via the Child Online Safety and Protection Act, the National Center for Geriatric Health Act, the Assistance to Individuals in Crisis Situation (AICS) Act, amendments to the Pantawid Pamilyang Pilipino Program (4Ps) Act, the proposed National Reintegration Law (Bagong Balikbayan Act), and revisions to the National Building Code.
The council last convened for a full LEDAC session on February 10, during which 21 priority bills were identified for congressional enactment.
