Continuous downpours brought on by two tropical cyclones and the southwest monsoon (habagat) have inflicted approximately ₱3 billion in combined damages on infrastructure and agriculture across large swaths of Luzon and the Visayas.
Figures released by the National Disaster Risk Reduction and Management Council (NDRRMC) as of Thursday morning, August 13, show that public infrastructure bore the brunt of the destruction, with damage to roads and bridges rising to around ₱2.65 billion. Meanwhile, agricultural losses have reached ₱347 million.
The losses stem from the compounded effects of Tropical Cyclones “Luis” and “Maymay” alongside the enhanced southwest monsoon, which triggered widespread flooding and severe weather conditions.
State weather bureau PAGASA cautioned that the inclement weather will persist, with the habagat continuing to drop heavy rain over Luzon and portions of Western Visayas. Occasional moderate to heavy rainfall remains likely over the provinces of Zambales and Bataan.
Additionally, overcast skies accompanied by scattered rains and thunderstorms are forecast for Metro Manila, the Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Camarines Norte, and the provinces of Aklan, Antique, and Capiz.
PAGASA weather specialist Leanne Loreto warned that the monsoon rains could cause flooding and landslides, especially in areas that have already received heavy rainfall in recent days.
The official casualty count remains under review, with the Office of Civil Defense (OCD) recording 21 reported deaths subject to validation.
However, data from the Philippine National Police (PNP) indicates a higher total of 26 fatalities attributed to the three weather systems. Landslides accounted for the majority of deaths, including a tragedy in Baguio City that claimed 16 lives.
Seven other deaths were reported across Batangas and Rizal, while Pangasinan and La Union recorded one fatality each. The victims include a police officer in the Negros Island Region who drowned during an attempt to rescue two colleagues. Police reports also list two individuals missing in Calabarzon and 15 injured.
The prolonged rains have impacted 1.087 million families—equivalent to roughly 3.7 million individuals—across 10 regions. Among those affected, more than 15,000 families (53,570 individuals) remain in temporary evacuation shelters.
The OCD further documented significant residential destruction, counting 103 houses completely ruined and 1,336 partially damaged, primarily as a result of deep floodwaters.
In response, the national government has distributed more than ₱458 million in relief assistance to affected communities.
